"Senator" H. Douglas Barclay

WHEREAS, a community is created by the hearts of its citizens, sustained by those dedicated to its prosperity and is inspired by the special heroes within it; and

WHEREAS, H. Douglas Barclay is a life-long resident of Pulaski who attended Pulaski Academy and Central School, including four years in the Chamberlain District #9 one-room school house; and

WHEREAS, "Doug" Barclay married Sara "Dee Dee" Seiter and made their home in Pulaski raising five children; and

WHEREAS, Mr. Barclay is a prominent banking and administrative law attorney, admitted to the New York State Bar in 1961 and presently serves as Of Counsel to Hiscock & Barclay, LLP, a 200-attorney law firm with offices across the Northeast; and WHEREAS, Senator Doug Barclay served 20 years in the New York State Senate, from 1965-1984 and is well-known for his sponsorship of major legislation in housing, criminal justice, court reform, and economic development; and

WHEREAS, Mr. Barclay has been Director, Officer, and General Counsel to many local companies and national corporations, notably General Counsel and Founding Director of Key Corp (1971-1989) and has also been a leader in our community through his term as a Member of the Board of Trustees of Syracuse University from 1979-2003, serving as Chairman of the board (1992-1998) and now as Trustee Emeritus; and

WHEREAS, Doug Barclay's honors come from across the globe, from Clarkson University's Bertrand S. Snell Award (1987), the St. Lawrence University Distinguished Service Award (1985), and the State University College of Arts and Science at Potsdam's North Country Citation (1985) as well as Syracuse University's George Arents Pioneer Medal for Excellence in Law and Public Service (1984); to the El Salvadorian National Congress Award of the Nobel Amigo de El Salvador (2006) and the Republic of El Salvador Award of the Orden Nacional Jose Matias Delgado en el Grado de Gran Curze de Plata in 2007; and

WHEREAS, H. Douglas Barclay has been the recipient of several presidential appointments; in 1990 by George H.W. Bush to the Board of Directors of the Overseas Private Investment Corporation (OPIC), in 2002 as the President's Representative at the inauguration of the President of the Republic of Costa Rica as well as an appointment to the Panel of Conciliators of the International Center for the Settlement of Investment Disputes (ICSID), and in 2003, was appointed by President George W. Bush as Ambassador of the United States to the Republic of El Salvador for a three-year term; and

WHEREAS, H. Douglas Barclay participated in the successful negotiation of the Central American Free Trade Agreement (CAFTA) with the government of El Salvador, the first Central American country to ratify the agreement.

WHEREAS, Doug Barclay was a key negotiator with the Salvadorian government to keep El Salvador in the Coalition of the Willing, a commitment through which El Salvador remains as the only country from the Western Hemisphere other than Canada and the United States to have Coalition troops stationed in Iraq; and

WHEREAS, H. Douglas Barclay was an active participant in the successful negotiation with the Millennium Challenge Corporation and the government of El Salvador for a U.S. Millennium Challenge Grant of more than $500 million dollars to promote economic development in the northern region of El Salvador; and

WHEREAS, following his return from El Salvador hi 2007, Doug Barclay joined a contingent of university professors with US State Department approval for a visit to North and South Korea to assess the obstacles to unification of both Koreas; and

WHEREAS, in 1985, "Senator" Doug Barclay was recognized as a champion of our community with the renaming of the Pulaski Courthouse as the "H. Douglas Barclay Courthouse"; and

WHEREAS, following the completion of his most recent diplomatic appointments, Doug Barclay has returned to his hometown of Pulaski. where he continues to actively promote economic development and an unproved quality of life for all Oswego County Residents.

NOW, THEREFORE, BE IT RESOLVED that I, Barry D Leemann, Chairman of the Oswego County Legislature, on behalf of the entire Legislature and the people of Oswego County

DO HEREBY RECOGNIZE THE OUTSTANDING AND ENDURING CONTRIBUTIONS OF
